Should the Obama administration freeze all assets of BP till the oil can be stopped and cleaned up preventing them from saying we are Bankrupt so you fix it?

So...... what happens if the clean up only ends up costing billion? Will Obama give BP back the balance? Or is this going to cost BP billion no matter what?
