Some might argue that the Obama Administration had a "shake down" of BP by requiring them to pony up billion for the gulf oil spill clean up efforts. So...... what happens if the clean up only ends up costing billion? Will Obama give BP back the balance? Or is this going to cost BP billion no matter what?

We need to change the rubber stamp policy and lax regulations in Washington, but how can we when Obama is in BP's back pocket.
