no because the idea is that while rebuilding the country’s initial energy system you will create jobs to build these items such as wind turbines and other things, and that there would be jobs maintaining these things in the long run. So 1. the U.S. would have a clean energy source and 2. it would create jobs that have been lost over the past months.
