The Democrats as well as Republicans have been outsourcing jobs for the last 30 years. They have been blaming Republicans and Conservatives because they are just as instrumental in sending jobs out of the country by large corporations and this will be a situation that will be going on until the world turns topsy-turvy.
The Democrats have been known to foster and back unions for many, many years. The Democratic Party is a stronghold for the unions and public unions. The Democrats have given the unions free hands and the taxpayers as a result have been picking up the tab for these many years. The Republicans, although they are with the rich corporations as well as the Democrats now, are a party that usually confronts the unions and backs the small businessmen in the United States. The Democratic Party in the last 20-30 years is not always a party of the poor as they want you to believe but is also a party of the rich corporations including Wall Street as seen by the Obama Administration Bailout. The Obama Administration bailed out all the major banks, the wealthy corporations, AIG, and many other big name auto dealers such as GM and Chrysler. The Republicans may have their faults but in all sincerity the unions on average will result to burying the taxpayer in the United States. This is a classic example of the Democrats backing the unions and getting their political votes which goes on for many decades.

The biggest thing was probably the restrictions he put into H-1B Visas given by companies that received "bailout" money – a move so substantial that it’s iced relations with India a bit, since that restricts several major American companies from receiving benefits on jobs "created" outside the United States, enough to severely impact the Indian economy, which has grown substantially over the last decade on American outsourcing.
While Democrats and the Obama administration have authored and supported much more legislation to expand restrictions and close incentives on American outsourcing, as you’ve correctly pointed out, the Democrats have only a majority in the Senate. They are a minority in the House and do not have the votes to overcome the filibuster in the Senate, allowing Republicans to effectively stop any piece of legislation they wish, which has included a lot of anti-outsourcing bills.
Simply put, Democrats and the Obama administration have been very anti-outsourcing, whereas Republicans have made it a priority to "protect" American companies’ habit of outsourcing and preserve loopholes that allow them to do so without consequence. If you don’t like outsourcing and you’re with the Republicans, I’m sorry to say you’re simply backing the wrong people.
