I would think people would interpret it as you being "ignorant." They are pretty distinguishable, to me at least. I guess if you’re American and have some sort of political savvy, then if you made that mistake it would imply that all black people look alike to you.
It could just be construed as being truly ignorant, as in not knowing if you are American but don’t know the name of the Vice-President (politically retarded in other words) or your are from a foreign country and don’t follow international politics too closely.

Lol, no. Of course thats not racist. People look alike all the time. There’s only so many different variations of faces human beings can have, sooner or later you’ll always find someone who looks alike, whether they’re from the same race or not. I myself am forever noticing black people who look like each other or asian people who like like each other or white people who look like asians and so on. People just look alike, especially if it’s just first glance and you aren’t looking too closely.
